Major players in construction industry are the Developers, the Contractors and Project Consultants.
DEVELOPERS are project owners, who invest in buying lands to be developed into projects such as housing, commercial and industrial projects. Besides that, the Developers would engage project consultants to prepare layout, building and infra-structure plans in order to get approvals from Town Councils or local authorities, before appointing a Main Contractor to implement the construction works. Developers are responsible to finance, by generating fund from company shareholders or bank borrowing, all costs related to the project. Returns from developement is by means of sales of housing units, commercial spaces, or other development units.
PROJECT CONSULTANTS are professionals engaged by the Developer to prepare layout, building and infra-structure plans to be submitted to local authorities for approval, and detailed constructional details drawings for construction purposes. They include the Architect, Civil and Structural Engineer(C&S), Mechanical and Electrical Engineer(M&E), Quantity Surveyor, Town Planner, Land Surveyor, Landscape Architect and Interior Designer. During the course of construction, the consultants would supervise the construction works to ensure complience to their respective plans, schedules and specifications.
CONTRACTORS are the companies who undertake the construction works. In a typical project, say a housing project, a Developer will appoint a contractor who undertakes the overall construction works for the project, hence called the Main Contractor. When a Developer enters into Contractual Agreement with a Main Contractor, major terms of Agreement include the Contract Price, scope of works, the construction period and terms of payment. The Main Contractor will undertake by itself major portion of total works. However certain specialised works like plumbing ,, electrical, lift system, sewerage, fire-fighting system and such like are normally carried out by other specialised companies, known as Sub-contractors. The Main Contractor is paid periodically by the Developer within certain agreed period upon acceptance of certain work progress by the Project Architect. Upon completion of the whole works, the Project Architect will issue to the Main Contractor the Certificate of Practical Completion.
